Mayor Frederick M. Kalisz Calling today.s meeting with Dr. William Hogarth, Assistant Administrator for the National Oceanic and Atmospheric Administration.s National Marine Fisheries Service, a breakthrough in efforts to bring common sense to nationally imposed fishing regulations. At the meeting requested by the Mayor, and attended by representatives of Senator Edward M. Kennedy and Congressman Barney Frank, Dr. Hogarth committed to streamlining the process by which fishing vessels can seek refuge from adverse weather conditions. The Safe Harbor provision proposed by the Mayor would allow a fishing boat captain to temporarily suspend a trip because of adverse weather conditions and allow the vessel to take refuge without penalty. Dr. Hogarth also committed to removing the penalty under the current Broken Trip provision that requires scallopers to forfeit up to 3,000 pounds of their catch as a result of breaking the trip. .Dr. Hogarth recognized that it will be necessary to seek approval of the Fisheries Management Council to provide long term relief, however, I would like to thank Dr. Hogarth for agreeing to implement interim rules which will bring about the change on a more immediate basis,. said Mayor Kalisz.
